Two people run down by car after fight

TWO people were run down by a car after a fight at a Success pub early Saturday morning.

A 28-year-old woman and 24-year-old man were injured when a man allegedly drove his Ford Falcon up a median strip and ploughed into the pair.

It followed an altercation at The Gate bar and bistro earlier in the evening, involving the 25-year-old accused man, his friends and the injured couple.

Police allege the man left the pub with his friends and was driving along North Lake Road when they spotted the couple, pulled over and had another altercation.

He then got back in his car and drove into them.

Both victims were taken to hospital. The woman suffered a broken shoulder and bruising, while the man suffered a dislocated shoulder and abrasions.
 

The Atwell man was arrested at the scene and charged with two counts of Act or Omission Causing Bodily Harm, Excess 0.08 per cent and No Authority to Drive.

He will appear in the Perth Magistrates Court on March 4.

Anyone who witnessed the crash is asked to call Crime Stoppers on 1800 333 000.

A COUPLE are lucky to have escaped serious injury when a car ploughed through their bedroom early this morning.

The accident happened at about 4am when a Holden Commodore lost control on Gallipoli St in Lathlain, smashed through a limestone wall and then into the bedroom.
 
Kensington police said the vehicle was stolen from a home in Quinns Rock by two men aged betwen 15 to 20 years of age and one woman aged the same.
 
Resident Kristie McKibbin said she was woken an hour earlier by a motorist speeding down the street and was in bed when the car hit.
 
'Cars tear down this street all the time, it's the same every weekend you hear police chases and cars hooning past,'' she said.
 
"I can't believe this has happened. "It didn't hit me until I went back into the room and saw the damage.''

 
Mrs McKibbin suffered a minor facial injury due to flying debri.
 
Her husband, Drew, said hoons would do speeds of between 120km to 180km down their street every week.
 
'It's lucky the limestone pillar took the brunt of the impact,'' said Mr McKibbin.
 
"It could have been much worse than this.''
 
Police said they chased the three offenders towards Rivervale until they lost sight of them.

Man killed in car roll-over

A MAN has died and a woman injured in a car-rollover near Bouvard, 20km south Mandurah.

The crash happened on a dirt track off White Hill Road near the beach about 10.30am.

The male driver was killed and the female passenger suffered minor injuries.

A second car was driving behind the pair and stopped to help.

Major Crash Investigators, St John Ambulance and the RAC chopper have been sent to assist.

Hoon clocked at 178km/h

A MAN had his ute confiscated after he was clocked driving at nearly 180km in Southern Cross on Friday night.

Police allege the man was driving his Holden Commodore at 178km when he was pulled over about 8.40pm on Great Eastern Highway.

Officers, carrying out highway patrols for the long weekend, confiscated the man's car for 28 days under hoon laws.

The Kambalda man was charged with Reckless Driving and is due to appear in the Southern Cross Magistrates Court on March 19.

A MAN suffered a fractured skull, head and facial injuries when he was assaulted at the Laneway Festival last month.

Police are keen to hear from witnesses to the attack, which happened in the Perth Cultural Centre on February 9, about 6.40pm.

The 24-year-old was standing alone in a laneway when he was assaulted by a man, causing him to fall to the ground and be rendered unconscious.

Several people helped the man after the attack and police are asking them to come forward and help with their investigation by phoning Crime Stoppers on 1800 333 000.

Teacher charged with sexual assault

A TEACHER has been charged with sexually assaulting a 13-year-old student last year.

The 29-year-old Nedlands man was investigated by the Child Abuse Squad, who charged him with eight offences.


Police will allege the man was employed as a teacher at a southern suburbs primary school and committed four counts of indecent dealings with a child between 13 and 16 by a person in authority, and four counts of procuring a child between 13 and 16 to do an indecent act.


He will appear before the Fremantle Magistrates Court on March 12.

Buswell off track as Metronet cost revealed

UNDER ATTACK: Labor have pounced on Treasurer Troy Buswell over the Liberals' election costings.

MARK McGowan's Metronet plan to connect Perth's suburbs by rail has been costed by Treasury at $5.2 billion - $1.4 billion more than was costed by Labor.

Although the project would cost $4.335b in today's dollar terms, Treasury says that the estimated total cost once it was built would be $5.2 billion, a long way short of the $6.4 billion cost estimated by Treasurer Troy Buswell.

Mr Buswell recently released the advice from the Public Transport Authority that has formed the basis of the Liberals' claim that Metronet - which includes new rail lines to Ellenbrook, Perth Airport and circle lines through the northern and southern suburbs - will cost $6.4 billion.

But Labor was unmoved by the revelations, sticking resolutely to its $3.8 billion price tag, claiming the PTA had costed a plan that was different from what it would build.

"Treasury has costed the Metronet commitment based on the best information available,'' Treasury said.

"However, as the Metronet plan is at a preliminary concept design stage, various assumptions have been made in deriving the costing advice.

"Noting that the costing advice is indicative and based on preliminary concepts only, Treasury estimates the total capital cost of the Metronet commitment at $5.2 billion over eight years.''

According to Treasury, the effect on State debt - tipped to be $25 billion by 2015-16 - was nearly $1 billion extra.

Opposition Leader Mark McGowan said Treasurer Troy Buswell had egg on his face.

Labor says the main difference between its estimate and Treasury's relates to the rail line to the airport. It puts the line at $700 million, while Treasury gave it a $1.2 billion price tag.

Under the plan, rail links will run to Perth's outer suburbs to ease congestion across the city.

However Mr Buswell said not only did the figures show Labor couldn't add up, they also showed that the party wanted to build a rail line that was unreliable and unsafe.

Addressing the discrepancy in the Treasury costings and his party's own estimates of the cost of building Metronet, Mr Buswell said Labor's planned budget is inadequate because it does not allow for a necessary duplication of the Midland rail line between Bayswater and Perth.

Pointing to Treasury commentary that running 18 trains per hour on the Midland line would reduce reliability and safety, Mr Buswell said Labor's plan should now be renamed.

"This is not Metronet. This is Metronot, because it is not funded, not costed, not reliable and not safe,'' Mr Buswell said.

Buswell needs Federal Government funding

Meanwhile Mr Buswell said he expected half of the party's election commitments - the MAX light rail, a heavy-gauge rail line to Perth's airport and the Perth-to-Darwin highway - would be paid for by the Federal Government.

He said that was "pretty consistent'' with Commonwealth investment in other metropolitan projects, including the Gateway road project.

Funding from the Federal Government's Nation Building Program had been included in current forward estimates, he said.

"There is plenty of evidence that that money will flow and it will flow into those projects because they are the government's priority projects,'' Mr Buswell told reporters on Friday.

"I would be looking at the Commonwealth to fund at least half of those projects.''

But Opposition Treasury spokesman Ben Wyatt said the admission was extraordinary and showed the Liberals' key election pledges were "nothing but empty promises''.

"It casts serious doubt over these major Liberal Party promises and highlights a massive black hole in their budget,'' Mr Wyatt said.

"They will only proceed if the Federal Government picks up more than half of the tab.''

Mr Buswell said he would submit all of the Liberal Party's election commitments to Treasury for independent costing this afternoon.

They would appear on the Treasury website by Thursday at the latest, he said, adding the Liberals were "very confident and comfortable'' with the figures they had provided for validation.

If the party had made mistakes, that would be made clear in the Treasury documents, Mr Buswell said.

Mr Wyatt defended the party's decision not to hand over all its election commitment costings to Treasury - saying the Liberals had done the same while in Opposition in 2008.

"We'll be submitting the aggregates of our costings to treasury so they can then inform us what impact that has on the net debt level of the State,'' he said.

Mr Buswell accused Labor of being "all over the shop'' with its costings and called on the party to fully inform voters about its plans.

He said there were "risks'' around operating costs for Labor's Metronet, pledges relating to police and building an AFL stadium in Subiaco by 2018, as well as an alternative plan for developing Perth's waterfront.

Mr McGowan initially said the alternative waterfront plan was "good'' but later denied he had adopted it.

Mr Buswell also said Labor's plan to abolish the Tariff Equalisation Contribution levy to reduce household power bills could cost up to $250 million a year.

He said he had not met anyone other than Mr McGowan who believed Labor's plans were deliverable.

Mr McGowan said Labor would build Metronet, because the city's roads would choke if it didn't.

REISDENTS of Swan Valley suburbs on Perth's northeastern fringes have praised firefighters for containing a fast-moving, out-of-control blaze that burnt 150 hectares of bushland.

The cause of the fire, which began in Upper Swan, is being investigated.

Residents of the golf-course suburb The Vines were called by emergency services with a watch and act warning just after midday, advising them a fire was approaching.

Less than half an hour later, the alert had jumped to emergency level in the northern part of the suburb and residents were told they needed to act immediately to survive, but that it was too late to leave.

Many were already evacuating as water bombers refilled from the golf course lakes amid fears the wind could help push the fire west to northern Ellenbrook.

The blaze was contained by nightfall but firefighters are still working to prevent it jumping containment lines.

One residents told talkback that the growing suburbs of Ellenbrook and The Vines, home to some 20,000 people, needed more access roads and would have been a ``deathtrap'' if a mass emergency had been required.

While the phone alert service worked well, the Department of Fire and Emergency Services website was overloaded with people also checking for alerts for Cyclone Rusty in the Pilbara, so redirected people to its Twitter account.

The fire started at Upper Swan, between the intersection of Great Northern Highway and Apple Road at about 11.30am but it quickly escalated and an emergency was declared at 1pm.

A relocation point was set up at Altone Park Recreation Centre at 332 Benara Road, Beechboro but that has now been shut down and people are free to return to their homes.

Earlier yesterday, one resident affected by the fire told PerthNow she had received an a call on her home phone just after 1pm, saying 'Emergency, emergency, all residents in The Vines and Ellenbrook evacuate immediately due to bushfire.'

Another resident of The Vines said the water bombers were an impressive sight, and said they took heart that there were plenty of lakes for them to draw from.

Killer shark shooting caught on camera

FRIGHTENING footage has emerged of the moment a police officer shot at a shark which mauled a man to death in New Zealand.

Father-of-one Adam Strange, 46, was killed by a 4-metre long shark while swimming off the popular Auckland beach of Muriwai yesterday afternoon.

Nigel Bradbury from the nearby town of Kumeu was at the beach with his daughter when he filmed the dramatic moment on his phone.

Dad dragged out to sea in shark feeding frenzy

''I was going to have a swim but we decided to have a picnic instead, and then we saw the inflatable (rescue boat) racing along the beach along with the quad bike towards Maori Bay,'' he told The New Zealand Herald.

Mr Bradbury said a police car parked next to him and within three minutes the police officer was in the rescue boat shooting at the shark to release Mr Strange's body.

''You could see it clearly, even though it was a fair way offshore. The water spraying up when he fired the gun - rapid fire and then you could hear the sound,'' he said.

Mr Bradbury said the officer shot at the shark in three rapid bursts.

''I've never heard anything like that before," he said.

It took about 30 minutes to recover the body, with witnesses claiming the shark refused to let go until police shot at it.

Police said it was possible up to three sharks had been feeding on fish and birds in the water and Mr Strange swam straight into their path.

Muriwai Volunteer Lifeguard Service chairman Tim Jago said Mr Strange was "a good water man" and was well known to the lifeguards who tried to save him.

He told media the lifeguards had been traumatised, and were being offered support and counselling.

He said the shark that attacked the man was believed to be a 4m great white.

Mr Strange was a TV commercial director and had worked around the world on several projects.

His first short film, Aphrodite's Farm, won the prestigious Crystal Bear award for Best Short Film at the Berlin Film Festival.

In a statement released last night Strange's family said they are "grieving the loss of a glorious and great father, husband and friend", TVNZ reported.

''We are in deep shock,'' they said.

Muriwai Beach and others nearby will remain closed until Saturday following the attack and lifeguards will continue to search the ocean for any sign of sharks.

Shark deaths are uncommon in NZ, with only 14 known fatal shark attacks since records began about 1837.

The last death was in 2009, when a kayaker was mauled by a great white, but it is not known whether he drowned before the shark found him.

Before that the last death was in 1976.

WA gets Friday night footy live, finally

THE ball has finally bounced the Perth footy fan's way after Channel Seven announced it would beam Friday night football live into Perth homes through its digital channel 7mate.

After years of denying fans live coverage, the AFL, the Federal Government and Channel Seven have agreed to broadcast AFL live on Fridays on the digital channel.

The network will also use 7mate to show more games on Saturdays too, the move coming as the government prepares to switch off analog TV channels on April 16.

The move comes after WA footy fans sent a resounding message to Channel 7 in 2011 that they wanted to watch live coverage of Friday night football on the network.

In an online poll, more than 70 per cent of PerthNow readers said they would love to watch live AFL games on one of Seven's digital channels from 5.30pm on Fridays if given the chance by the network, while almost 20 per cent said they'd like the opportunity to decide.


New rules permitted Channel 7 to show games live on their two digital channels on Friday nights, so long as they also broadcast the blockbusters on their main channel at 8.30pm.

But the station refused to televise the matches live from 5.30pm despite Communications Minister Stephen Conroy's decision to allow 13 Friday night games to be screened live into Perth.

Seven Perth was previously reluctant to interrupt its usual Friday night scheduling so it could accommodate high-rating programs such as its 6pm news and Better Homes and Gardens - both financial cash-grabs for the network.

Since 2012, Foxtel has broadcast all AFL games live into Perth, its footy package costing about $50 a month.

* Channel Seven's first live Friday night broadcast is on March 22 featuring Adelaide and Essendon from 5.30pm.

PRISON officers in Western Australia say they expect to strike in coming days as they push to at least match a wage deal recently sealed between the state government and nurses union.

WA Prison Officers Union spokesman John Welch said members were unanimous at a meeting today in voting to escalate industrial action.

The officers have sought a wage rise of 15.5 per cent over three years and have instead been offered nine per cent, which they say is inadequate.

They started negotiations with the state government in December, ahead of their enterprise agreement expiring on June 10.

Mr Welch said WAPOU has decided to step up its campaign after Australian Nurses Federation members extracted a 14 per cent wage rise from Premier Colin Barnett on the weekend as a "reward'' for closing some hospital beds, refusing to do certain tasks and threatening to strike.

"I'm very clear that an offer of the sort that was made to the nurses would clearly resolve this matter,'' Mr Welch said.

"Our members are not unrealistic but they've seen what's been offered to nurses and they don't understand why prison officers can't be offered the same.''

He said it was highly likely WAPOU members would strike very soon.

But Mr Barnett has ruled out making an offer before the March 9 state election, asking for "cool heads''.

Mr Welch countered, saying the existing nurses agreement didn't expire until the end of June and they still got a deal.

The Liberal leader is also the target of a Construction, Forestry, Mining and Energy Union rally tomorrow that will involve a "march to Colin's palace at parliament'', referring to his new premises at the refurbished Hale House.

The CFMEU is protesting against mining and construction jobs being given to foreign workers and say mining communities are suffering from under-investment in transport, hospitals and schools.

Illegal downloads no 'Game of Thrones'

IT was a brief comment about piracy at the Perth Writers Festival that caused an international media stir including reports in Forbes and the Huffington Post.

Freelance director David Petrarca, who has worked on popular television shows including Game of Thrones and True Blood, was speaking last weekend on a panel about the rise of premium cable television channels and their challenge to novels as a storytelling format.

Answering a question about Game of Thrones being the most pirated show of 2012 and the fact that 10 per cent of those downloads came from Australia, Petrarca said he did not think the downloads affected the overall success of the show.

But after Petrarca said some media had taken the comments out of context to make it look like he condoned illegal downloading, he clarified he's absolutely against the illegal downloading of any content.


"I am 100 per cent, completely and utterly against people illegally downloading anything,'' he said.

Petrarca said his point was that the downloads demonstrated that the shows were in such high demand that people were willing to go to great lengths to find ways to watch them, particularly in countries like Australia where the shows were not seen for some time after they aired in the United States.

"A buzz is created by the fact that so many people want it,'' he said.

Petrarca said he hoped people would one day be able to legally obtain programs from anywhere in the world and not be limited by where they were.

"It is my hope that technology will find a way to take care of the piracy issue,'' he said.

"Nobody wins by illegally downloading content.

"I think most people would be willing to pay for a show they love.''

Man charged over Rockingham hit-and-run

A 20-year-old man has been charged over a hit and run in Hamilton Hill on Sunday, February 10.

Today, Major Crash Detectives charged the Munster man with failing to stop and give assistance and failing to report a crash.

An 18-year-old male pedestrian was on Rockingham Road near Packham Street at 1am, when he was hit by a car believed to be a black Holden Commodore.

The man received serious injuries and was taken to Fremantle Hospital for treatment before being transferred to Royal Perth Hospital.

Police will allege the 20-year-old man failed to stop after the crash.

He will appear in Fremantle Magistrates Court on March 15.

Photo captures serenity before balloon crash

TERRIFYING video has emerged of a hot-air balloon catching fire before a fatal crash in Egypt.

The amateur footage, recorded from another balloon nearby, was broadcast by Al Jazeera TV today following the deaths of 19 people in the Luxor tragedy.

Smoke can be seen billowing from the stricken craft in an eerie silhouette against the rising sun. Then, the smoke trail goes down to the ground as the balloon collapses and plummets 300m.

Meanwhile, a photographer who witnessed the tragedy has posted an image taken moments before the accident with the words: ''I prefer to remember yesterday like this''.

San Francisco-based freelancer Christopher Michel was taking aerial photos from another balloon when catastrophe struck.

The ill-fated balloon was flying over the ancient city of Luxor when it caught fire and crashed into a sugar cane field. 

The casualties included French, British and Japanese tourists.

As family and friends come to terms with the loss of their loved ones, Michel relived the calm and serenity of the flight before the tragedy.

''I'm a freelance photographer and was shooting the ancient temples of Luxor from the balloon,'' Michel told News Limited.

''It was a smoky morning as the sun rose across the Nile. Incredible beauty harshly juxtaposed with terrible tragedy.

''The picture captures two of the eight balloons flying that morning.  It was taken just a few minutes before the tragedy.'' 

The photographer was unable to confirm whether one of the two balloons captured in the photo is the one that crashed.

Michel, who previously made a balloon excursion with an English pilot, said the Egyptian operation "didn't feel quite as professional" as that of his first voyage.

He told the BBC: "We flew over the ancient ruins. Just before landing in the cornfields, I heard an explosion and saw smoke. I think it was the balloon behind mine.

"I wasn't sure what had happened at first. It was only when we landed we heard the full extent of what happened."

"It's really, really tragic and everyone involved is in a lot of shock."

YAHOO CEO Marissa Mayer has caused a stir by banning working from home.

The 37-year old sparked fierce debate when she told fellow "Yahoos" (the term they use to describe Yahoo employees) that they must work in the office and if they "couldn't or wouldn't" they should quit.

The announcement upset many employees and online commentators - many of whom were working mothers.

They accused Ms Mayer of not understanding how difficult it is to work and raise a family at the same time.

But Mayer herself is a working mother with a baby son who is only six months old.


The difference: Ms Mayer paid to have a nursery built in her office when she took the job at Yahoo, reports The Business Insider.

Mayer took on the top job at Yahoo when she was six months pregnant and vowed to be back to work more or less straight away.

That's well and good for somebody who is on a $US117 million salary over five years.

However while some "Yahoos" are complaining because they don't have that kind of money or clout to build a nursery in their office – most employees are actually backing her decision to ban working from home.

Ex-employees of the company have said Mayer is making the right call because many employees were abusing the system.

"For what it's worth, I support the no working form home rule. There's a ton of abuse of that at Yahoo. Something specific to the company," one source told Business Insider.

The source also said Yahoo's large remote workforce led to "people slacking off like crazy, not being available, and spending a lot of time on non-Yahoo! projects."

EVEN for those used to living in Western Australia's "cyclone alley'', Rusty is shaping as a storm they will long remember.

Communities spanning WA's northwest coastline were bracing for the arrival of the massive disturbance, which NASA estimates has an eye spanning 20 nautical miles.

Wind gusts of over 120km/h have already been recorded, with the category-three cyclone expected to be quickly upgraded as it creeps closer to the coast.

At 2pm, Rusty was sitting 135km north northeast of Port Hedland with a red alert issued for people between Pardoo and Whim Creek, including Port Hedland and South Hedland, meaning they were not to leave shelter until notified.

Deputy mayor of Port Hedland shire George Daccache, a resident of 40 years, says he expects the cyclone to be one of the worst the town has ever seen.

"This one's a bit of a beauty,'' Mr Daccache said.

"It's going to be a pain waiting for two to three days for this to come and go.

"We've just got to hang in there hour by hour and batten down the hatches.''

This afternoon, gales were being felt on the coast between Sandfire Roadhouse and Whim Creek, with destructive winds extending from near Port Hedland to Wallal.

Resources workers had already been evacuated, with Fortescue Metals and Atlas Iron shutting down their port operations in Port Hedland.

Gales are set to hit the coast west to Karratha and begin to extend inland towards Marble Bar and Millstream on Wednesday, the Bureau of Meteorology said, with gusts in excess of 165 km/h expected.

Pardoo Station had already recorded 200mm of rain today and Warrawagine 64mm, with the equivalent of Perth's annual rainfall tipped to fall on the Pilbara over the next three days.

"We are talking Noah's Ark here, we really are talking phenomenal amounts of rainfall,'' bureau forecaster Andrew Burton said.

"We are seeing totals already up around the 100-150mm per day up the coast. I think that's going to pale into insignificance compared to what we'll see over the next couple days.''

Very heavy rainfall tonight and Wednesday was likely to lead to major flooding in the De Grey catchment, with forecasters also also warning of a potentially deadly storm tide as the cyclone centre nears the coast.

The State Emergency Service advised residents to prepare an emergency kit, relocate equipment and livestock to avoid floodwaters and prepare enough pet food and stockfeed for several days.

The Department for Child Protection said two relocation centres had been opened at the Andrew McLaughlin Community Centre in Keesing Street in Port Hedland, and the Wanangkura Recreation Centre in Hamilton Road South Hedland.

Only essential items are allowed into welfare centres, with alcohol and pets banned.

Several major roads are already closed, with every major utility in WA, including police, Main Roads, government departments and Telstra,all on standby.

Rusty intensifying as gales blast Pilbara

WESTERN Australia's Pilbara coast is on red alert as category three Cyclone Rusty intensifies, packing winds of nearly 200km/h and threatening to wreak havoc.

Residents between Pardoo and Whim Creek on WA's North West coast, including Port Hedland, are bracing for the worst as the destructive tropical cyclone bears down on the remote Pilbara communities.

Emergency services telling people in low-lying areas of Port Hedland to relocate immediately as the large, slow-moving storm, upgraded to a category three system last night, closes in.

The Bureau of Meteorology predicts the system to intensify to a Category 4 system in the next 24 hours before the eye of the storm crosses the coast tomorrow.

NASA's Terra satellite has taken images from space of Rusty as it approaches the coast, with satellite data reporting the storm developing an eye 20 nautical miles wide.

At 2pm today, Cyclone Rusty was 135km north-northeast of Port Hedland and 290km northeast of Karratha and
moving south-southwest at 5km/h towards the coast.

However because of the size of the storm, gales are already occurring between the Sandfire Roadhouse and Whim Creek, while destructive winds extend from Port Hedland to Wallal.

The Bureau of Meteorology warns very destructive winds with gusts of more than 165km/h are likely to develop on the coast between Whim Creek and Pardoo tomorrow as Rusty approaches the coast.

Bedout Island, north-east of Hedland, has received a maximum gust of 126km/h today.

PILBARA BATTENS DOWN

While Port Hedland and South Hedland residents have been urged to leave their homes immediately, the shire's deputy mayor, George Daccache, is bunkering down in his security screen-clad home.

A Port Hedland resident of 40 years, Mr Daccache has seen his fair share of wet season wild weather, but expects this cyclone will be one of the worst the town has ever seen.

"If something hits you at 150km/h, you're going to feel it," he said.

With residents heeding warnings to stay safe, the streets are empty, as are supermarket shelves after a rush to prepare for Rusty's arrival.

"It's going to be a pain waiting for two to three days for this to come and go,'' Mr Daccache said.

"We've just to hang in there hour by hour, and batten down the hatches.''

Mr Daccache said he was most concerned about an expected storm tide, which threatens to inundate the lower-lying western part of the town.

Many homes had lost power, but most residents were staying at emergency shelters.

EMERGENCY MEASURES

The Andrew McLaughlin Community Centre in Keesing Street in Port Hedland has been opened for people who are forced from their homes.

In Port Hedland, shops were being sandbagged as water and tinned food flew off the shelves.

Bottleshops were reporting big queues as locals prepared for Rusty's arrival. Port Hedland's airport was shut at 9pm yesterday, with all commercial flights cancelled.

The port has also shut down for at least the rest of the week.

Mining giant Rio Tinto said it had prepared for the storm by closing the Port Walcott port at Cape Lambert and was finishing up ship-loading at its Dampier ports.

Virgin cancelled flights from Perth to Broome today, and local businesses reported people were dashing to buy water and tinned food as the storm approached.

FLOOD WARNINGS

The BOM says TC Rusty's slow movement is likely to result in rainfall that is heavier than that associated with a typical tropical cyclone. 

Widespread very heavy rainfall tonight and tomorrow is likely to lead to major flooding in the De Grey catchment, while flooding is also likely in the Fortescue catchment and in Pilbara coastal streams.

TC Rusty's intensity, size and slow movement is also likely to lead to a dangerous storm tide as the cyclone centre nears the coast, which could include damaging waves and dangerous coastal inundation.

WIDESPREAD DOWNPOURS

Pardoo Roadhouse, about 140km east of Port Hedland, has recorded a massive 200mm in 24 hours to 9am today and has also been buffeted by strong winds.

Bidyadanga, north-east of Broome, had 137mm to 9am this morning and stations throughout the Kimberley have recorded in excess of 200mm in recent days.

Pardoo Roadhouse manager Ian Badger told ABC radio it had been raining steadlily since yesterday. He said there had already been minor flooding and about six trees had been blown down.

"Everything is pretty wet, the whole yard is covered with water, it is like a lake everywhere. There is a little bit of water coming in (the roadhouse) and half a dozen trees have already come down,'' he said.

"It is not going to be good, this one.''

Meanwhile, a second potential cyclone was developing to the southeast of the Cocos Islands this morning. It will be named Sandra if it becomes a cyclone, however it is unlikely to affect the Cocos Islands.

More than 830mm of rain has been dumped on the Cocos Islands in the past three days - eclipsing the amount that fell in metropolitan Perth in 2012 by more than 200mm.

The massive tropical cyclone has also dumped huge rainfall on parts of the Kimberley and Cocos Island, which has received more than 800mm of rain in three days - including 416mm in the past 24 hours.

Cyclone Rusty is moving slowly southwards as it threatens to blast the Pilbara coast as it gathers strength.

Cocos Islands has received 830mm of rain in three days, thanks to the combination of Cyclone Rusty and a monsoonal trough.

Liberals' election costings coming soon

Troy Buswell says costings for his party's election promises will be submitted to Treasury soon.

COSTINGS for all of the Liberal Party's election commitments will be submitted in coming days, Treasurer Troy Buswell says.

The Opposition has criticised its key political opponents for not yet providing independently assessed estimates for its projects, including the MAX light rail plan.

Instead, the Liberals have submitted a rough approximation of the opposition's Metronet rail plan to the Public Transport Authority (PTA), although Treasury didn't have time to validate the $6.4 billion estimate.

Labor remains confident the project will cost much less at about $3.8 billion.

Mr Buswell told a business forum with his opposite number, Ben Wyatt, today that the Liberals would submit costings for all of its election commitments to Treasury by the end of this week or early next week.


"We're very confident that all of our costings will go to Treasury,'' Mr Buswell said.

"We're comfortable with where it will land.''

While the March 9 State Election was less than a fortnight away, Treasury had indicated that it had enough time, Mr Buswell said.

Mr Wyatt said the PTA estimate for Metronet made no sense, with rail cars budgeted for some lines, but not for others.

He also said Labor would submit its costings for Metronet to Treasury later today.

The Opposition faces embarrassment if its $3.8 billion estimate falls short.

Chaplain had 'unhealthy' interest in girls

THE child pornography trial of a former Perth private girls' school chaplain heard the accused had an unhealthy interest in young girls.

Matthew David O'Meara appeared in District Court today, accused of possesing child pornography on thumb drives while a chaplain at the Anglican school in August 2010.

The prosecution claims Mr O'Meara has an unhealthy interest in young girls.

However, in his opening address today, Mr O'Meara's lawyer Laurie Levy said his interest in young people was a natural one for someone involved in education and did not extend to pornography.

Today the court was told a drama teacher, whose office at the time was in the chapel building near the chaplain's office, found a black USB drive on her desk and held on to it for two weeks, thinking it was a student's.

However, she handed the drive in when students showed her how to open the files and she was concerned with the images of a young girl on it.


The police were called soon after the teacher handed the USB to the school's head of IT.

The trial continues.

IR floodgates open after Barnett surrender

THE industrial relations floodgates have opened on West Australian Premier Colin Barnett after he capitulated to the state nurses union.

After offering a 12.75 per cent wage rise over three years and having that rejected by Australian Nurses Federation (ANF) members amid work bans and strike threats, Mr Barnett offered a last-minute compromise on Sunday.

His offer of 14 per cent was well short of the union's demand for 20 per cent, but still won over most members, leaving them set to be Australia's highest paid nurses and midwives.

The Liberal leader said he'd had little choice but to put something better on the table, saying he had been advised by WA chief medical officer Gary Geelhoed that patient's lives would definitely be at risk.

But it's the fact he let it get down to the wire that's drawn criticism.

He had insisting early last week that nothing could be done during the caretaker period, before clarifying an in-principle agreement could be reached, just not signed until after the March 9 poll.

No sooner had Mr Barnett told reporters he hoped the matter wouldn't set a precedent for other unions, than the WA Prison Officers Union (WAPOU) warned it might lob another IR grenade into the election campaign in a bid to secure higher pay.

WAPOU said it had not planned to take industrial action while politicians were on the hustings, but the nurses issue had suggested "the only pathway to a fair pay offer is industrial action" and that the state government "only listens to unions who threaten strike action".

Members will meet on Wednesday to plan their campaign.

Meanwhile, the Maritime Union of Australia has kicked off its week-long state conference, while the State School Teachers' Union of WA has "condemned" Mr Barnett's refusal to not sign up to Prime Minister Julia Gillard's Gonski reforms, labelling his stance "a disgrace".

He could take some solace, however, from the absence of any strike threat in the teachers' union statement.

Separately, a social media war erupted between the two major parties over a Liberal radio advertisement that claimed the opposition's airport rail line, part of its $3.8 billion Metronet project, would finish its journey 1.5km from the terminal.

WA Labor state secretary Simon Mead said the claim was incorrect because the rail line would transport passengers directly to the integrated domestic and international Perth Airport, due for completion in 2021.

Mr Mead's letter, addressed to a radio station, warned the media company it was party to the Liberal's misleading and deceptive advertisement, calling for it to be immediately pulled from the airwaves as it violated part of the Trade Practices Act 1974.

But the Liberals' state secretary Ben Morton said that act had been superseded.

"If Labor are going to pull these types of stunts, they should really cite acts of parliament that actually exist," Mr Morton said.

"They have no credibility."

The Liberals also referred to a tweet by opposition transport spokesman Ken Travers, in which he referred to "an internal people mover" - "maybe a rubbed wheeled tram" - to get passengers to the terminal.

FORECASTERS say Tropical Cyclone Rusty will cause havoc in northern Western Australia in the next 24 hours, warning it could bring major flooding, huge winds and a potentially deadly coastal tide.

The slow-moving cyclone, which is currently a category two, was about 250km north of Port Hedland and 345km west of Broome at 5pm, moving south at 6km/h and building.

The Bureau of Meteorology say the storm front could be as intense as a category four as it crosses the coastline later this week, which could bring wind gusts as high as 230km/h.

Tropical Cyclone Rusty is moving slowly towards the coast. It has recently moved to the south southeast but it is likely to take a southerly track overnight.
 
Gales are expected on the coast between Wallal and Whim Creek overnight. During Tuesday afternoon gales could extend west to Karratha and begin to extend inland towards Marble Bar and Millstream.

 
Further intensification is likely as the tropical cyclone approaches the coast.

There is a high risk that Rusty will cross the coast as a severe tropical cyclone. However, the slow motion of the tropical cyclone means that the crossing time and location is uncertain.
 
Rusty is a large tropical cyclone and its slow movement is likely to result in rainfall that is heavier than that associated with a typical tropical cyclone.

Very heavy rainfall is expected in near coastal parts of the eastern Pilbara and western Kimberley over the next few days.

Cocos Islands has received 830mm of rain in three days, thanks to the combination of Cyclone Rusty and a monsoonal trough.

"The monsoon trough lies in the vicinity of the Cocos Islands with a tropical low about 170km to the southeast.
Strong to gale force winds are are likely through the outlook period. The low may develop into a tropical cyclone on Monday or Tuesday, by which time the system centre will be moving away from the Cocos Islands,'' the Bureau says.

"The weather associated with the low and combined with the monsoon trough has led to heavy rainfall on the islands.

"The heavy rainfall and thunderstorm activity is expected to continue on Monday.

At 11.45am today Cyclone Rusty was 305km north of Port Hedland and 410km north-northeast of Karratha and was virtually stationary, gathering strength over the warm Kimberley ocean.

The Bureau of Meteorology warns: "Tropical Cyclone Rusty is moving slowly towards the coast. Overnight it moved
very slowly to the east southeast but it is likely to resume a more southward track by this evening.

"Gales are expected to develop on the coast between Wallal and Whim Creek during the early afternoon, possibly extending north towards Broome this evening. On Tuesday gales could extend as far west as Mardie and inland towards Marble Bar and Millstream.

"Further intensification is likely as the cyclone approaches the coast on Monday and Tuesday and there is a high risk that Rusty will cross the coast a severe tropical cyclone.

However, the slow motion of the cyclone means that the crossing time and location is uncertain.

Cyclone Rusty has already brought massive rainfalls to parts of the Kimberley, with Country Downs station receiving 358mm in the past 48 hours, Kimbolton 242mm, Kilton Station and Cygnet Bay 209mm and Derby 181mm.

In the 24 hours to 9am today Lombadina, north-east of Broome has had 73mm and Broome recorded 47mm.

Flood warnings are in place for the De Grey River catchment and West Kimberley, including Cape Leveque.

Aussies on the ropes in First Test

He may have been overshadowed by his captain, but Virat Kholi's day three century was pretty special.

Australia finally dismissed MS Dhoni for 224 early on day four and the Indians are all out for 572.

A FIGHTING half-century from debutant Moises Henriques has saved Australia from an embarrassing innings defeat and given the tourists a stay of execution in the first Test against India.

The tourists appeared headed for a heavy defeat when a top-order collapse on day four had Australia floundering at 8-161, still 31 runs shy of making India bat again with two wickets in hand.

But the impressive Henriques (75 not out) and No.11 Nathan Lyon (8 not out) stood tall under fire, with the rookie allrounder providing fierce resistance to move within 25 runs of a maiden Test ton.

At stumps on day four, Australia were 9-232, now a lead of 40 runs, ensuring India must at least take to the crease again on the final day to draw first blood in the four-Test series.

Test youngblood Henriques was superb under fire, crunching six fours and two sixes to pilot Australia to a surplus, which could balloon beyond 100 if he blazes away and Lyon hangs tough.

While the tourists are still at long odds to avert defeat, the plucky Henriques is refusing to concede, mindful that many a Test nation has capitulated under the tricky pressure of chasing a low total.

"We haven't lost this Test yet," he said.

"Whatever we get will have to be enough," Henriques said.

"If Nathan can keep batting like he did tonight, and hopefully I can squeeze a few more out ... (maybe Australia can lead by) 100, 150, 200.

"We don't want to be setting targets. We'll just be batting as well as we can."

Indian off-spinner Ravi Ashwin (5-90) claimed another five-wicket haul to go with 7-103 in the first innings as Australia's top-order were suffocated by the home side's walls of spin.

After MS Dhoni thumped 224 to lift India to a mammoth 572, Shane Watson (17), Ed Cowan (32), Phil Hughes (0), David Warner (23) and Matt Wade (8) all departed in quick succession to have Australia reeling at 5-121.

Once again, Michael Clarke (31) was charged with saving his country, but not even the skipper's Bradman-like form can mask the issues confronting the selection panel on which he sits.

The composition of the bowling attack was thought to be Australia's primary headache. But after the top-order's worrying capitulation yesterday, the selectors' heads are pounding on dual fronts.

There are some options. Mitchell Johnson may come into the equation after Mitchell Starc went wicketless in this Test. Glenn Maxwell and Xavier Doherty are spin considerations, while Usman Khawaja could answer an SOS to stiffen the batting order.

Either way, the national panel has some big decisions to make.

If there is a singular example of the problems engulfing the tourists, it is Watson.

The time is now for Watson to prove his bona fides as a specialist batsman after his latest failure yesterday extended his Test century drought to 35 innings.

On the eve of the first Test against India, Watson drew a line in the sand. He had heard the whispers. That some, possibly even men of influence in the corridors of Cricket Australia, did not rate him among the country's top-six batsmen.

But on the evidence tabled at the MA Chidambaram Stadium, Watson has only poured fuel on the inferno of debate.

The vice-skipper had his golden chance yesterday on day four. With Australia trailing by 192 runs on the first-innings after MS Dhoni (224) went berserk, Watson was pitchforked into his familiar opening role when David Warner was laid low by a stomach bug.

But after falling for 17, on the back of his first-innings 28, Watson was left to rue the reality he has not scored a Test ton since his last tour of India in October 2010.

Watson's second-innings dismissal precipitated another top-order collapse. With Warner watching on, Watson and Ed Cowan guided Australia comfortably to 0-34, only for the allrounder to lunge at a Ravi Ashwin delivery that lobbed to Virender Sehwag first slip.

Before you could blink, the tourists were on the ropes. Cowan was trapped lbw by Ashwin, then Hughes edged Ravindra Jadeja to Sehwag for a third-ball duck, leaving Australia in tatters at 3-65.

As he trudged back to the pavilion yesterday, Watson's average had slipped to 36.60 from 39 Tests.

Since the tour of Sri Lanka in August 2011, Watson has made 573 runs at 26.04. Of his past 22 innings, 15 have featured scores of 30 or less.

Where Watson, and Australia, go from here is anyone's guess.

Sex education essential to combat STD spike

SEX education should be mandatory in every WA high school to combat rising rates of sexually transmitted infections, the state's peak body for young people says.

The Youth Affairs Council of WA says sexual health must be made a priority for all political parties and has called for a commitment before the March 9 poll for compulsory sex ed, even in private and religious schools.

It comes as the latest statistics reveal WA has among the highest rates of chlamydia and gonorrhea in the country, second only to the Northern Territory.

YAC executive officer Craig Comrie said there was currently a national curriculum for sex education but WA schools were not obligated to implement it.

"There is a real dearth of investment around supporting our young people aged between 12-18 and that's very concerning because they are a very important part of our community and it's also an important part in

their development,'' he said.

"I can attribute it to the fact that those young people unfortunately can't vote.

"Sexual health should be as important to people in the community as mental health. The reality is the statistics show one in five young people experience mental health concerns. One in five young people in WA have chlamydia.''

Mr Comrie said that religious schools should not be exempt from sex education.

"Young people who go to religious schools are just the same as their counterparts in public schools and they need the information as well,'' he said.

YACWA is also calling on political leaders to invest in providing youth-specific sexual health services across the metropolitan region, especially in the northern suburbs.

"The reason why they need to be youth-specific is this is a sensitive issue and we know that young people prefer to go to youth specific services where they feel comfortable and not judged,'' Mr Comrie said.

Nurses accept 14pc pay rise

NURSES have accepted an in-principle offer of a 14 per cent pay increase over three years from the West Australian government, putting an end to bed closures and further strike action.

But under the agreement, there will be no changes to their work conditions.

The Australian Nurses Federation had been threatening to go on strike for 24 hours if the state government did not offer them a 20 per cent pay increase over three years by Monday.

But union state secretary Mark Olson said the ANF had only increased that demand from 12.75 per cent out of frustration at the lack of response from the state government.

The ANF had voted on Friday to keep one in five beds closed at hospitals over the weekend and to wait until Monday to decide if it should take industrial action.

This was despite the Industrial Relations Commission ordering that they cease their work bans or risk patient safety.

Premier Colin Barnett said today he had finally struck an in-principle agreement with the ANF to cease bed closures, not to strike on Monday and accept the conditional offer.

The proposed 14 per cent increase involves a five per cent increase from July 1 this year followed by a four per cent increase in 2014 and another five per cent increase in 2015.

But no official agreement can be signed until after the March 9 election because the government is still in caretaker mode.

Earlier, Labor leader Mark McGowan said he had sent the premier a letter explaining that any agreement made with the nurses would be supported by the opposition and implemented if they won the election.

Mr Barnett said he had not seen the letter but had been advised by the chief medical officer and heads of emergency departments that industrial action would place lives at risk, which was why he had to push for an in-principle agreement.

The premier denied he had caved in to pressure from the union because the election was less than two weeks away and said it should not encourage other unions to carry out similar action close to an election.

Mr Olson said he was relieved to finally have the matter agreed on but was disappointed that it had taken so long to reach this point when the deal could have been struck a week ago when the first bed was closed.

"I think it's due to the determination, courage and solidarity of the nurses that we have reached this point," he said.

"The public has always supported us from day one and the premier knew that."

Pilbara battens down for Cyclone Rusty

RESIDENTS have been warned to prepare for dangerous weather as a cyclone intensifies off Western Australia's north coast.

Tropical Cyclone Rusty is expected to bring gales late on Sunday or early on Monday as it tracks towards the coast, followed by very heavy rain on Tuesday and Wednesday.

A blue alert for dangerous weather has been issued for coastal communities from Broome to Whim Creek, including areas around Port Hedland, Wallal and Broome.

At 2pm today, the category one cyclone was estimated to be 350km north of Port Hedland and 435km west of Broome, moving south at 8km/h, the Bureau of Meteorology said.

It will continue to intensify tomorrow and there is a high risk that it will cross the coast as a severe tropical cyclone on Tuesday or Wednesday.

Tropical Cyclone Rusty is large and expected to move more slowly than usual, resulting in higher than normal rainfall, the bureau says.

Widespread very heavy rainfall is expected on Tuesday and Wednesday and is likely to lead to major flooding in the De Grey catchment and in the Fortescue.

Residents have been warned to review their family cyclone plan and organise an emergency kit which should contain a portable battery-operated radio, torch, spare batteries and first aid kit.

Port Hedland Port Authority spokesman Steed Farrell said the port was already experiencing gusts in excess of gale force and evacuations were well underway.

"We expect the port to be officially closed early tomorrow morning when the last vessel clears port limits,'' he said.

Pistorius's brother on death charge

THE brother of accused murderer Oscar Pistorius is himself facing a charge of culpable homicide, it has been revealed on a day in which reports also said that police found a herbal sexual stimulant in the star athlete's home.

Carl Pistorius was charged over the death of a woman who died when her motorbike collided with his car outside Johannesburg in 2008, his lawyer Kenny Oldwage said.

Oscar Pistorius, who has been charged with the Valentine's Day shooting of his girlfriend Reeva Steenkamp, was granted bail on Friday.

Mr Oldwage said in a statement that Carl had been involved in a car accident "in which a woman motorcyclist sadly lost her life". He said that "there is no doubt that Carl is innocent and the charge will be challenged in court".

The elder brother of athlete Oscar Pistorius was supposed to have gone on trial for culpable homicide on Thursday - the day before the Olympian got bail, according to South African media reports.

Mr Oldwage said that "Carl deeply regrets the accident" and that a blood test showed he was not drunk at the time. "It was a tragic road accident after the deceased collided with Carl's car."

He said the charges had initially been dropped, only to be reinstated later.

Oscar Pistorius and his brother Carl were seen driving into the home of their uncle Arnold today in Waterkloof, a wealthy suburb of Pretoria, the nation's capital, where Oscar is now staying.

'Sex stimulant, not steroids, found in home'

Meanwhile, a South African newspaper reported that a substance found in Oscar Pistorius's home during a search by police investigating the killing of his girlfriend is a herbal sexual stimulant, a South African newspaper reported.

The prosecution said during Pistorius' bail hearing last week that police had found two boxes of "testosterone" and needles in his Pretoria home, but the defence countered that it was a legal herbal remedy known as testocompasutium coenzyme.

The City Press newspaper said the remedy was a combination of vitamins and herbal cures partly derived from animal organs.

Sports physician Jon Patricios told the paper the product is used to boost sexual energy, but that athletes are not advised to use it since it may increase their testosterone levels.

"This is not an anabolic steroid and it is unlikely it will lead to irrational anger," he said.

The National Prosecuting Authority has said it was awaiting the results of forensic tests to determine what the product is.

Charges against Carl compound problems

The problems surrounding his older brother Carl, 28, are the latest twist in a case that has transfixed South Africa and much of the world. The revelation of the culpable homicide charge immediately created a stir.

"It's also doubly sad because it's involved with Oscar and his brother and all the family - so they have double sort of trouble. So, not good," said Johannesburg resident Jim Plester.

Carl Pistorius's trial was pushed back a month, but the specific date is not known. The Pistorius family has yet to react to the accusations that Carl is facing.

The latest developments comes just days after Hilton Botha, the lead detective investigating the Oscar Pistorius murder case, was dropped after it emerged he was facing seven attempted murder charges over a shooting incident in 2011.

Along with his sister Aimee and father Henke, Carl Pistorius has been a strong source of comfort and support to his Paralympian brother, attending last week's bail hearings.

Carl Pistorius's Twitter account was taken down this weekend after a hacker sent a tweet thanking everyone for supporting the families of Oscar Pistorius and Reeva Steenkamp.

"Carl did not tweet this afternoon, out of respect to Oscar and Reeva," family spokesman Janine Hills said in a statement. "We are busy cancelling all the social media sites for both Oscar's brother and his sister."

Questions raised over Oscar Pistorius's character

The character of Oscar Pistorius also continued to take centre stage. For many, it mirrors his public appearances as an articulate, well-spoken advocate for Paralympic athletes facing hardship. Witness statements backing up Oscar Pistorius as a down-to-earth guy were presented at the hearing.

Others have described him as a reckless risk taker who has been in trouble before, such as a boat accident in 2009 which put him into the hospital.

Today, a South African man who said Steenkamp had stayed at his home since September, described Pistorius as moody and impatient. Cecil Myers, whose daughter was a close friend of Steenkamp's, said in an interview published in the City Press, that Pistorius will have the killing of Steenkamp on his conscience. "I hope he gets a long sentence. Gets what he deserves," said Mr Myers.

"Very nice and charming to us when they started dating," said Mr Myers. Mr Myers said Pistorius initially used to come into the house but later just dropped Steenkamp off and picked her up when they began to date steadily, and he described the change as a lack of respect.

Mr Myers recalled their first date and told the newspaper: "After that he wouldn't leave her alone. He kept pestering her, phoning and phoning and phoning her."

According to Mr Myers, Steenkamp "told me he pushed her a bit into a corner. She felt caged in."
